I am about to purchase an other tablet for my wife. The best to fit my budget has a ARM Quad core Cortex A7 at 1.3 GHz processor. With Android Kit Kat 4.4 OS. Are these specs adequate to run Kodi for streaming ?

It mostly depends what type of SoC is used, really.

I have an other 3Q tablet RC1025 F with the same specs except it has a A9 processor at 1.6 GHz. I have no problem streaming.

Yep, Rockchip 3188 is widely used together with Kodi with satisfaction, so good buy
