I don't get any icons in Kodi. It's the same PC ServerWMC is running on.
'Debug_LogChannelIconErrors' is set to true
'Import WMC channel icons when found' is ticked.
I've tried deleting Texture13.db
I've rebooted after all this.
There are no images in:
\TempSWMC\imageCache\channelIcons

What skin are you using in Kodi? If not confluence, please try confluence to see if icons work there
PS Icons don't go into that temp location unless you have a remote client. Since your client is on the same box it can access them wherever they live originally whereas remote clients need then to be copied into the TempSWMC share

Could I copy them from a location and tell ServerWMC where to find them?
According to the log swmc didn't find any channel icons in the wmc database. See this line:
CheckChannelIcons> Channel icons successfully processed: 0 (epg: 0, user: 0)
Do you have icons installed in wmc?
It is possible to install icons by hand (i.e. not import them from wmc). They have to have the same name as the channel call sign (ex: ABC.jpg) and be stored in the directory:
...\Recorded TV\TempSWMC\imageCache\userChannelImages
I tried it manually and that didn't work either. Ended up purchasing MyChannelLogos, all working now.
Yeah I think most of us have just purchased MCL ?
