I seriously doubt any backend Software will work with Android. OpenELEC/Linux yes. Not Android.

Backend Software needs to run on Windows or Linux.

If I buy a weetek play, will that solve my issue That will connect to my tv and also record as a PVR??

Yes a Wetek Play would best suit your needs. Especially running OpenELEC. You will get great support as well which is the most important.
