When watching a (local) video is there any way to start the video from a specific time, i.e. start it 10 mins from the end just to see the end credits or start it 23 mns from the beginning?

I hope that makes sense to someone (other than me)

I'm using a (MCE) remote, by the way.

Type in numbers + enter and you'll go directly to that time code.

Yep the time skipping actions have been there for a very long time from way before 14.2.
