Try this:

1:Run the System File Checker tool - fix the integrity violations

a. Click Start and type cmd
b. Right click on Command Prompt to select "Run as Administrator".
c. Type: sfc<space>/scannow.

Note: SFC scan may take a while to complete (hours)

2:If the issue persists you can try re-registering kernelbase.dll and check.

a. Click Start and type cmd in start search. Right click on Command Prompt and select Run as Administrator.
b. Type "regsvr32 KERNELBASE.dll" without the quotes and Press Enter.
c. Restart your computer and check.
Hope this helps.
Yeah SFC could take 10 mins or 10 3 hours but worthwhile check
The Filesystem check was good... No Problems found

The Kernelbase.DLL reregister fails
Dllregisterserver Startpoint not found

A reeinstallation of Kodi does not fix the Problem
1- OK that registration failure is expected.
2- There is no point of re-installing Kodi.
3- I would like you to try to create a new profile (user with admin rights) to rule out any profile corruption.
Then login as that new user and try to launch Kodi again . Can you do that please?
Added a new Account with Adminrights
started Kodi
Wanted to restore the Settings whith Backup Addon -> failed
manual configured
now it works
Thank you!

Now the Question:
How to bring the Profile to the other Account (I made a new Profile under Kodi, having the fear overwriting the config of the other Account)

Any Idea? I do not want to run Kodi under the Testaccount
I am glad to see progress.
Keep in mind that if you keep on using the original admin profile and because there seems to be corruption , further errors might creep in.

As far as transferring user settings, please refer to those steps:

http://windows.microsoft.com/en-us/windo...=windows-7
(same for 10 as it is in 7)
The main caveat being is that you cannot be logged in as the user you are copying to or from, so a third user is needed.

Also and obviously, the last recently created user must also be of admin type, so three admin accounts total:
Original admin user, new user (Testaccount) and third user (the one doing the transfer).
