I'm running everything out of Debian testing, which means:
VDR 2.2.0
Kodi 16.0
VNSI Plugin 1.11.15

All running on localhost.

vdr works fine when I test it with vdr-sxfe.

when I attempt to play anything via Kodi, this shows in the logs:

I don't know what packages are provided by Debian and you didn't even mention what version of vnsiserver you are running. Not much I can do with this info.

Oops, I'm sorry. Debian testing includes vdr-plugin-vnsiserver 1.3.1, along with the versions above listed of the other packages.
Please pastebin full kodi debug log and sysleg with vdr logging level 3
