I just installed Kodi on Windows, and this is what I see in the backgrounds:

On almost every page it is distorted like that. Almost every skin. I tried both Kodi 16.0 and 16.1
Can anyone help?

Sorry you are having display issues.
Without knowing your system characteristics makes it impossible to diagnose anything of substance.
While it seems to point to problems related to your graphic card, a
debug log (wiki) will be needed.

I turned on debug, clicked a few windows, the turned it off. I hope it is enough.

I don't think you want to do that. That fix was supposed to correct issues on a MacBook Pro running OSX 10.
I know nothing about Apple hardware/software so I can only warn you on the possible incompatibility with Windows OS.
It is just a skin folder, so I don't mind trying it out. Can you tell me how though? It is not in a zip format....
Dude that is from version 9.11_Camelot, don't think its going to work. Your issue is probably hardware/driver related.
I am having the exact same problem. Kodi 15.2 ran fine but am trying out 16 and am having the problem. My monitor is 1280x1024 and was wondering if that is the problem ? I do have direct x11 installed
By switching skins I have resolved the issue. I installed the amber skin and it is working fine now
Same problems with 16 ...........all movies and tv shows all washed out ...........color not there.......no adjustments in the program that work........ITs definitly the program not anyone's monitor or tv set.........long story short back to 15.2.....works fine........
I think the boy's got ahead of themselves for a new release.................................................just my opinion....
