Looks like that i3-4030U on Asus is a small improvement over my i3-4010U. See here, and here. Faster clock speed, but same graphics.
$138 + tax is a good deal for new. Got my i3-4010U used for $142.

I think stick w/what you have for now. Looking at @wesk05's a/v sync tests w/variance between builds, and user reports, nothing really seems immune from issues at this pre-alpha stage. I'm going to stick to a build that works best, back-up Kodi, keep trying new builds, but if issues, revert back to whatever last worked best.

MPC-HC can do MVC now too. Not that we'd want to go back to an external player, but may be useful for testing, comparing w/Kodi builds.
