I have a Pioneer 5070 TV along with a Denon 1610 receiver and a computer with a Core i5 5200U using on board video.
And no matter what setting I try I can not get movies to playback at 1080 24P.
What settings do I need?

Googling your tv suggests that 1080i is the best it can do:
Display Scanning Format: Has active vertical scanning lines of 720 progressive (720p), 1,080 interlaced (1,080i) or higher

So does that mean it's not possible?
Also when playing a Blu-Ray on my PS4 my TV does show 1080/24P. if my PS4 can do it it why not Kodi?
Does the media need to be 1080P to to playback at 24P?

That is just the source info, nothing to do with what's being displayed.
I used to own that that set until 4 years ago, if I recall it was limited to 1,365 x 768.
