Since ever I am not able to get Pause during Framerate Change to work.
I have enabled the feature under video with a 10sec pause. But while starting videos or series the playback is not paused.

Tried this on several OpenElec version now I am on the 7.0 Beta 3.

This is the Kodi forum. Please use Kodi version numbers. I have absolutely no clue what Kodi version is in OE 7.0

It's 16.1 final (15).
I also already tryied previos versions without luck.

For some it was working, for others not. One reason why I reimplemented it for v17. It's not a videoplayer setting anymore. The settings belongs to system video output now.
