So I have this weird Kodi playback issue, it doesn't show up in other media players (vlc, windows media player). At first I thought it was my TV because I only use Kodi but thought I should check a few things before posting. I've tried with the latest alpha and nightlies of 17, 16.1, I've tried lots of different media. I've left all my video settings at default. If you look at the picture below you can see the 'stepping' that is borked. Confirmed with a screenshot that it's a playback issue and not just what I see on the TV as well if I Alt-Tab, the preview window shows the stepping as well. Not sure if it's a bug or not.

Spec - Dell X51 R3 Windows 10 - currently using the intel onboard video - my AMD 370 needs to be replaced, hopefully by Monday. 16gb of RAM. All updates from Dell and Microsoft are up to date TV - LG 60" Plasma.
