Hello,

Cant get hardware decoding on my system for HEVC and H264 codecs.

System Intel NUC 6i3SYH (i3-6100U processor), Linux Mint x64 18 fully updated as of 26 Aug 2016, Kodi 17 beta 1.

The video шы twitches and pauses. CPU utilization near 100%.

Can you help me?

^^ Please fix that first - distribution's driver error.

If you can verify with e.g. LibreELEC from here: http://forum.kodi.tv/showthread.php?tid=269815 (use an usb stick) report the bug here again.
