I have set up PowerDVD as an external player for DVD and Bluray optical discs. I use JSON TCP commands to control Kodi. How can I make it so that when an external player (PowerDVD) is active, that it passes on the commands (play, pause, fast-forward, etc.) to that external player?

One of the advantages of DSplayer is most of Kodi controls still work http://forum.kodi.tv/showthread.php?tid=223175 as open source software you might be able to root around for the operative control structures.
