Using Xin-Mo encoder via USB For an arcade cabinet. Getting the double input on the joystick so can't navigate properly. Successfully mapped the buttons for select, back, etc...
Also tried deadzone delay with values of .1 to .9 with no luck.
Can anyone help with this ?

Suggest that you try with the very latest nightly build of Kodi (v17 Krypton) and then post any joystick issues in the RetroPlayer subforum, see:

Kodi 17 (Krypton) will have better joystick support and hance the suggestion to try a nightly build instead of stable build of Kodi v16 Jarvis:
