Is there a program that automatically installs al the best addons from the "official" kodi repositories? I know there is own for unofficial repositories but I didn't know if there was one from official repositories.

No. We do not support "wizards" here as they take away the control and choice of users, are far too much of a security risk by enabling stuff to be quietly installed without the users knowledge and more generally what may be "best add-ons" for one person will often be an entirely separate list from the same for a second user.
