Is anyone else experiencing this issue?

With Kodi v17 RC 4 installed on a Surface Pro running Windows 10.
On the main home screen, using the touch screen, I am unable to scroll up or down to the different sub categories of movies displayed (the right pane of thumbnails). Left and Right scroll works, as does scrolling up and down through the left pane menu.
This feature has worked in the past, but I believe the bug was introduced in either RC3 or RC2.

You could try a different skin that supports touch, did you try Estouchy it was pre-installed, check my sig for more skins.
