I am not able to install the Background in 17 using the Maintenance Tool.
Can someone help me please?

There is no kodi maintenance tool.

A review of the banned addons (wiki) list may be in order?

That is a 3rd party maintenance tool. Kodi officially does not have one and generally one is not needed.

The only tool that calls itself "The" maintainence tool comes from a repository that is not supported here and it is not recommended.
