I am using Windows 10, version 17.1 . I can toggle in and out of windows mode with the \ button, but nothing changes except for showing the taskbar at the bottom. No titlebar, no x or resize button. No way I can grab the window and resize it or move it to my other screen.

Check settings>system>display and see if you have 'use full sized window' active, under display mode choose windows or full screen #1
If the title bar is positioned outside the visible window use alt-spacebar-m to go into move window mode, and arrow keys to move it. Press enter to exit move window mode.

That worked, using the arrows let me move it over and the title bar appeared again and was back after I closed and restarted Kodi.
