I am sorry if this is improper place to ask questions but I have a kodi with version 15.1 and android version 4.3.3. Am I able to update to 17? and if so how?

Kodi 17 requires Android 5 or above.

and I imagine that is not upgradable? how about can I go up to 16?

Yes, you can install 16, just click on the download link at the top the forum and scroll down to older releases.

Whether your box can be updated to newer Android version is a question for who ever you bought your box from.
