Can anyone recommend a location for subtitles when only the non-english parts are needed. I get tired of turning on/off subtitles when they start speaking chinese/french/klingon.

Correct. Forced subtitles USUALLY only do foreign subtitles and should automatically be turned on(Forced) when named the same as your movie file with forced in the title. For example here is one of mine:
The Transporter Refueled (2015).mp4
The Transporter Refueled (2015).forced.srt
