Can anyone explain why I can get BBC iPlayer with kodi on my macbook Air but not via my Pi

In both cases the VPN supplier is the same and even if I change VPN supplier on Pi I still get the same message that I am not in the UK
I have used ipVanish and PIA on the PI with the same result

No. We do not support the use of VPNs here, especially for purposes like bypassing geo locking or attempting to hide streamed content. The iPlayer addon is only designed for use with a UK IP address, where no Vpn is needed.
