I'm having the famous problem, 25fps switches to 50hz and there is stutter.
Kodi is installed on an Nvidia Shield. Tv is a Philips.
I did try with these advanced settings:

Unfortunately nothing changes, still stutter.
Funny thing is that Plex does it correct: hz is adjusted to fps. How come?

25 fps should play at 50hz (25*2=50), not sure what your problem is exactly but I don't think it's related to the refresh rate. My 25 fps content plays fine at 50hz. A debug log & details about your content would help Smile
