I'm having a really weird problem. I'm missing one channel from my TVH backend. When using TVHClient on my phone and the iPad client, it works just fine. But KODI doesn't pick it up even though it says:
PVRBackend
But going to the channel manager:
ChannelManager
So what's going on here? All other clients see all of the 57 channels just fine.(same user is used)
Can you actually play the channel in other clients?
Kodi does seperate Radio an TV channels, maybe it's incorrect listed as Radio?
Yes, the tv channel is available to stream for other clients. It's not mislabeled as Radio as it's seen in the system information/PVR Backend in kodi as a TV-Channel(57) but under ChannelManager there are only 56 available..
Is there guide information for the channel? Have you kept the setting on which hides channels that have no guide information?

I did a clean re-install of a Kodi client on Windows that i have for test purposes, it too didn't have the channel.
First i did a upgrade to 18 beta to see, but that didn't fix it, then i uninstalled and re-installed 17.4.
The channel did re-appear afterwards. I'd rather not have to reinstall the many RPi and Vero clients i have lying around the house so i'm not sure what has to be re-set to be able to see it again.
I have to do some digging.
Have you tried resetting the PVR data, or just resetting the Tv and Epg databases?
Just the databases, how can i reset the pvr data? remove/Reinstall of the TVH PVR client?
I have a similar issue, although in my case I have 18 channels in TVH and only 3 show up in Kodi.
I turned on logging, and I see them all logged from pvr.hts:

This is with Kodi 2.17.4, tvheadend 4.2.4, and pvr.hts 3.4.27.
I also have same problem on android and windows with kodi 17.6 and all versions of 18 for me 1 channel is missing
