My nvidia shield seems to do this automatically, but how do I set it up in windows?

4k gui only seems to work at 30fps on my 7th Generation NUC i5, so I had to turn it down to 1080p

Any ideas how to fix?

No fix required, the GUI is in a lower resolution, the video plays out at the native resolution.
