I wonder if the 4th gen will get at least framerate switching or if it'll be yet another artificial limitation?

Only A10X support it. The A8 chip is not build for it (ProMotion).

Well, Kodi on the Apple TV 4k anyways...

The tvOS Apple TVs, until now, have been locked at 50/60fps
