I would strongly doubt it, as Sky and BT have the media rights on it (presuming you mean UK Premiere League). Your "free" add-ons will all be piracy, and the PL have been cracking down on them recently.
You'd have to purchase a subscription to one or other of them, and neither have working add-ons for Kodi. Either that or just go down the pub and watch it

That's sky's budget box without a dish arm, and also not on Kodi
Definitley want something on kodi
There is no legal way of watching the EPL in kodi at the moment, at least to my knowledge.
