You are not explaining why you want this, but is it really necessary to use Kodi? In Windows you could use Task Scheduler to start a program (or specific movie) at a specific time. You could even schedule to do that daily or on specific days.
For just playing a movie I would use a player like VLC since there is little benefit in using Kodi in such a scenario.
