I'm having the same issue as thread https://forum.kodi.tv/showthread.php?tid=326258.  I suspect it's an old hardware driver issue with my (obsolete) NVidia graphics card after I upgraded to 17.6.  Trouble is, I see no option to disable MPEG2 hardware acceleration in my settings.

Logfile is here: https://paste.ubuntu.com/26294756/

Been a kodi user for a LONG time...and understand the complexity of keeping things working across an infinite array of hardware and OS configurations.  But it is frustrating when updates break things that worked fine before.

On my setup the hardware acceleration options were under "settings/player settings/video" I had to switch to "expert" for the option to be visible. The hardware acceleration options were near the bottom of the page.

That being said I have three Kodi installations all on different hardware and with different operating systems and all have different options in that menu.

Thanks -- this is a Windows system, so I don't have the MPEG2 option on hardware acceleration...just DVXA2.  Disabling this doesn't fix the problem...and I do have the latest (albeit old) drivers for my NVIDIA GeForce 9600 GT card. The problem cropped up when I upgraded to Krypton from Jarvis a month or so ago.  Anybody have any ideas?
Most likely related to the DirectX bump in v17. So it will boil doen to drivers, which you say are old / legacy support.
See if there is something more recent available of maybe look for a replacement..
Thats an ancient card

I'd recommend you look at the Geforce 1030 GT which is a much more modern card, and can be got very cheaply, you'll benefit from hardware H264 and HEVC acceleration as well

Thanks for the tip, Atreyu.  Yes, my ancient dinosaur of a graphics card was to blame.  New card with new drivers fixed my issue!
