This is a long standing issue.
My understanding is that it uses ffmpeg to play the stream and ffmpeg is responsible for managing the buffer.
ffmpeg has a super small buffer and it cannot be controlled by Kodi. Easiest work around for this is to use VLC as an external player for m3u8 and .ts files as VLC has a much more sane buffer that results in less overruns.

But now this options was removed (thx a lot, if someone can explain me why ?)
Still no solutions, no alternative to the "PVR IPTV Simple Client" plugin ?
