I wish there was a small windows xp,vista,7,8,8.1,10 4kb-64kb .exe without any .net, visual basic, etc runtime dependencies which sits in the windows traybar and when i click on its traysymbol a simulated remote control pops up and i can remote control my kodi device with it.

Why the 4-64kb constraint on the size?

I realise these are not in the tray, but there are several chrome extensions that do what you suggest, some of which also enable you to send a video link to your remote Kodi device too. My favourites are these two:
