The root cause seems to be incorrectly encoded content. Your samples have HDR metadata MaxCLL set to zero. I doubt that this is valid but I can work around by ignoring values of zero.

This files was working before.
Now MaxCLL from HDR metadata is used if available. I checked this by inspecting field while doing source code debugging. Not sure if this info is exposed by some tool.
