I'm experimenting once again with Sleep on my Windows 10 file server, and I found that starting Kodi 17.6 on my Windows 8.1 PC wakes the server up, even though the "Try to wakeup remote servers on access" option is disabled. According to this thread, this is due to the skin (Estuary, natch) trying to access media:

Someone there suggested disabling the "wake on magic packet" feature on the network card, but that prevents Kodi from waking it at all, even after turning on the "Try to wakeup" option. I would like Kodi to wake this PC only when I try to play media stored on it. Is this possible? Second best choice would be for Kodi to be unable to wake it all, including the spurious wake-ups on starting the program that Estuary is doing, leaving me to wake it when desired through my phone or remote.
