Kodi doesn't deal with the network access at all, that's exclusively done by the Windows set-up it's running on. Can Windows itself access the internet?

maybe he have just the tmdb scraper issue. you need to go to addon manager, then goto left and search for updates. tmdb should get an update to 5.1.3
