When setting the "Adjust display refresh rate" option to "On start / stop" or "Always", the refresh rate of my TV fails to change.

Here's my debug log. I simply started Kodi and played a 23.976 1920x1080 video file. My display is set to 3840x2160p @ 30Hz in the System settings.

Please let me know if I can provide any more information.

I've now done this. The repo was disabled... Not sure if you can tell this from the log file.
Well, disabled or not, it's all about the principle. And certain add-ons can also have other dependent add-ons, which could interfere with Kodi core functionality.
Just provide a new debug log (wiki), and we'll take it from there on.

Add the modes to the whitelist - don't cut logfiles.

How exactly do I add modes to the whitelist?
System -> Display -> Whitelist
Aha it works. I couldn't see this setting due to my other issue: https://forum.kodi.tv/showthread.php?tid=332559

Thanks a lot for the help.
Thread marked solved.
