Try installing/reinstalling Microsoft Visual C++ Redistributable package.
To make my life easier i always install the latest packages of all versions available(2005, 2008, 2010, 2012, 2013, *2015/2017...) x86 & x64.
*EDIT: the "2017" package will replace/overwrite the "2015" package.

Its installed when I try reinstall it say fail

Uninstall 2017 packages (You may have both 32bit & 64 bit) Remove them both; Reboot.
Reinstall from here https://support.microsoft.com/en-us/help...-downloads.
Please install both 32 & 64 bit. I suspect the version on your system is currently missing or corrupt.
Reboot one last time.
Of course before all that, a check disk might not be a bad idea.
