Hola, somos un ISP y tenemos varios clientes que tienen problemas para acceder a KODI. Probablemente sea por el rango de ip que tienen asignado. Debido a la geolocalizacion del rango. El rango desde el que intentan acceder es el 185.164.224.20/22. Espero su respuesta.

I'm afraid you will need to be much clearer on explaining the full problem.

First of all, Kodi does not provide any content (video, music or otherwise) by itself. Kodi is a client application, which means that Kodi itself receives media content. "Accessing Kodi" can never be a problem as Kodi is a HOME htpc application, which runs on a home pc/mediabox/laptop/smart phone. It is not a server. It is not accessed (by default) via a WAN or outside internet.

So when your clients are having geo location problems, they are likely using add-ons accessing certain media content.
If there are geo location problems with these add-ons, perhaps your clients are not entitled to watch that media content.

One of your clients will have to provide a full debug log (wiki) of his kodi setup in order to see what is exactly happening.
Right now, not even a crystal ball can tell us what the overall problem is for your "geo location range".
