It's not a bug, it's a feature. Handy as it makes sure nothing has been missed.

Na, nice try but it is a Samba related bug.
Rescanning all the embedded metadata is dam inconvenient if you have a large music collection and just wanted to add a new album. We need to look at what kind of times is used to make the hash. Unlikely to be fixed for v18, but I would like to get a fix.
Seeing it kick off twice a year isn't a problem to me. I know it is about to pick up stuff that has been updated and missed in various ways. (and yes, big collection all on Samba shares)
When I see it happen I just walk away.
I assume same will happen for people who take a laptop to different countries and adjust timezones.
Maybe everything could just be timestamped UTC
See, this is an advantage of living in Hawaii (besides the fact that Santa comes on a surfboard) where we keep the same time all year.
