I made a shortcut onclick to be directed to systemsettings but I want to edit for example to hide add-ons option or debug option

can I do that?

no, you cannot, those items are autopopulated by kodi.

Can I edit the settinglevelchange to hide or show options?

I think it's the button with the id="20" in SettingsCategory.xml. Comment it out and try it.
