Hi,
I am sorry that I can't explain it better.
Kodi keeps doing this on my Windows 10 computer (my Windows 7 laptop doesn't have this issue).
I had this problem on 17.9, so I thought reinstalling to 18.1 would fix the problem, but it didn't.

Kodi and the Estuary skin are not designed for use with a mouse.

What happens if you don't use the mouse and use the keyboard or remote control instead?

I unplugged mouse and it is working
