Considering the number of remaining modules still existing on your Kodi device, starting with a all new & clean Kodi profile is the best and quickest solution.

FYI: all entries colored orange in the addons section in your uploaded log file are considered banned.

okay uninstalled and reinstalled kodi completely as that was easier so there should be no banned addons now

still having the problem and no advanced settings

There is no option to use two (or more) different different cached thumbnails in Kodi. Once posters or fanart have been cached, that's it.
So if one skin is using fanart differently, that can be a problem. *Maybe* Kodi's thmbnail process needs some attention, but I take it's all built around speed so the who cache gets created as quickly as possible. Quality is secondary to that.

How I see it: pick your favorite skin, and if necessary, dump your local cache folder and the Textures13.db file, and have Kodi rebuild the cache over time.

Those are some of the settings I have tried and unfortunately didn’t make any difference :/

The skin is designed for 1080p, so the artworks and the UI get shrinked a lot.

yeah unfortunately that is the highest resolution i can go.
guess when i get my new pc later in the year i'll be able to find out if that is the issue.
Same here like @, but I think the problem comes from themoviedb.org. If I scan movies with imdb scraper, every image are good quality. But if I use tmdb scraper or imdb with tmdb (posters and actors) a lot of images are very bad quality like the samples below.

Maybe it depends on the movies numbers to scrape (500+) and the request send to tbdm (internet speed is gigabit/sec).

Mod: I have 4k projector with nvidia Shield.
Addition:
I've checked the original picture quality (on tmdb.org, but I think it's same): if the scraped picture is bigger, the quality will worse. For example Ian McShane profile picture is 2000x3000, his picture is really bad. Robert Downey Jr.'s picture is 700x1050, so he has a good quality.
If the profile picture (or poster) is bigger than 1000x1500, the deterioration will visible. Maybe the image scaling algorithm is not so good?
I've tried to install another kodi fork (SPMC), with it everything is normal, so I thing there is a problem with img scaling.
Any idea?

Thank you, I've tried it yet, that was my first idea too. Nothing happened. If I open the thumbnail of an actor, it seems quite OK.
BTW I've tried it on Windows 10 and Android too with same result. The huge images are always noisy, spotted, the medium quality images are changing randomly. Interesting: a bit later a lot of problem disappear, the images going to clean, but not Ian McShane. Big Grin
I checked more closely the advancedsettings.xml settings. I don't want to be happy too soon, but it seems to be working on Windows 10:

I'm not sure the hardware scaler works on Android, but hope... Smile

So if it is looking better, then <enablehighqualityhwscalers> is not needed as it was not added correctly. It is used for video playback not images.
