I've looked for other threads and github but I can't find this issue. In 17.6 it works fine every time. Am I missing some new setting to get it to work? I've tried with the default settings. I've tried 18.4 and 19 nighlies. Same issue.

They only work together in Windowed mode.
When both are enabled it looks like it tries to adjust refresh rate but then it hangs (screen stays black). It locks Windows too. I can only singout/restart to get Windows working properly again.
I can't access other apps, not even Task Manager, when Kodi hangs. It doesn't totally lock Windows though. E.g. Spotify keeps playing in the background and responds to keyboard media keys and I can use CTRL+ALT+DEL to access sign out/restart.

I have the same issue on both my HTPC and desktop. I can only play files in the PC's set refresh rate (23.976 and 60 Hz). The logs are only from my desktop though.

I could be mistaken, but it seems this behavior was reworked earlier in the year, so you no longer have to use Sync Playback To Display with Adjust Refresh Rate to achieve smooth playback. I, too, used these settings together for years, but it's now unnecessary. Sync Playback To Display should be disabled when you have Adjust Refresh Rate enabled:

Not sure if it's really relevant. Kodi 18.3 hangs when both are enabled. That can hardly be normal behavior for something I can easily be enabled in the GUI. I don't just get "misses counter is going up very fast".

You are absolutely correct, when one uses Sync Playback To Display with Adjust Refresh Rate, playing a video locks-up the PC. That is definitely repeatable, independently verifiable behavior. The workaround until a developer addresses the code: Disable Sync Playback To Display while Adjust Refresh Rate is enabled.

Strange thing to leave in the code when 18 has had so many updates. It can hardly be only me who noticed this. They also specifically recommended having both enabled in <18. I actually just downgraded to 17.6 instead of trying to find what messed it up.

I don't see much of a reason to upgrade anyway as I don't have a Netflix sub.
