yes it is.
you just have to have the Youtube Kodi Add-on, and then add this (for each channel that you want) to your playlist of channels (.m3u8):

NextPVR v5 has a feature called Extras that allows you to use external sources so it is trivial to add youtube-dl as a source which can be recorded and which should have timeshifting too. I added 0fKyrdQ15gs to my test youtube channel list on my linux backend and it plays without issue on Kodi
