Hello,

Does Kodi support usb tv hardware? Is there an addon that can work with  a USB TV such as the AVerMedia AVerTV Volar Hybrid Q?

short answer yes. depends on OS. windows, I imagine there is a windows package to install this device

Yes, a USB tuner should work with no issue.
You will need to download some software onto a PC to act as a LiveTV server for your TV channels. This function is often referred to as the 'PVR Backend' by Kodi users.
Nextpvr and Mediaportal are both good examples of LiveTV software (PVR Backend) that both work well with Kodi. They are both free to download. Once you've configured the server and it has successfully found your TV channels, these can be streamed directly to Kodi using either the nextpvr or Mediaportal PVR addons (PVR Client) that are both available in the official Kodi repository.

This is a very good starting point to understand how to set-up LiveTV in Kodi using a TV Tuner. It might seem a little overwhelming, but is actually fairly easy to to set-up:-

Kodi does not have an integrated 'PVR Backend' so you first need to install/configure a third-party 'PVR Backend' separately from Kodi itself.

You can install coreelec or libreelec to an sd/usb   they will support tvheadend backend
