How can i block a user to access the Kodi app or the addons in android tv? without uninstall the app!

I want to limit access on apps in specific dates or days, or hours of use.

Can i remotelly trough the internet acess kodi

Kodi does not have that specific level of user/add-on control.

If you don't want your kids, spouse or grandma to use Kodi while you are away, you will have to come up with a better solution yourself.
