I am running Kodi on a RP4 with 4gig ram. All I do is play MKV movies from an attached HD. Some MKV files drop frames every few seconds, yet I can play the same movie on my RP3 with  few to no dropped frames. Same hard drive, same movie. (Ripped from a DVD).   

Where do I start debugging. What did I do wrong?

The RPi4 is a different animal in many ways from all previous RPi devices which have had basically the same GPU for approx 8 years. Also, new video driver solutions are applied in the latest beta versions of LibreELEC. I suggest you first try out the latest nightly build for comparison, if you have not done so already.
