I cannot find tvheadend in KODI 19.1
what can i do to install it?

Just check in the 19.1 tvOS deb file and TVHeadend is inside.
I should be able to enable it in Settings --> Add-ons --> My Add-ons --> PVR Clients --> TVHeadend --> Enable.
