i just tried to upgrade Kodi from 19.0 to 19.1 with this:

sudo apt update
sudo apt upgrade --with-new-pkgs
but nothing happens...
I don't think 19.1 was packaged so there is nothing for apt to pull down.

In the package-list of Kodi stable there is an entry:

I am not sure/I haven't run Debian/Ubuntu is years. If you're seeing an entry in a repo for a new version, and if you have apt configured to hit that repo, I don't understand why it wouldn't happily pull down the newer version. As an aside, I don't recall needing/using the --with-new-pkgs
switches before.

And yes, the installed version 19.0 is the groovy-version. I installed it in february - at that time there was no hirsute.

As I see it, the TeamXBMC-repo for ubuntu currently contains only the main binary and one pvr addon in a hirsute version. Everything else is missing. I updated to this version, but you necessarily end up with a mixture of versions, as all the other addons necessary for a proper Kodi are missing.
Moreover, there seem to be lots of Python related problems with this Kodi version. I ended up going back to Kodi 19.0 as packaged by Ubuntu to get a reasonably working system.

I initially installed 19.1 from the PPA, but the three things I require to integrate with existing media network stuffs (pvr.hts, pvr.mythtv and vfs.sftp) were (/are) not yet packaged for Hirsute.
So I settled for 19.0 from Ubuntu. For about 24 hours, then a couple of hours ago I built git master (shows as 20.0-ALPHA1 (19.90.101)). Easy build, although took a while to execute, and all seems well so far...
