I use Trakt plugin to rate all of my shows and movies. Does any one know if it's possible to create a Smart Playlist that can contain only videos that have not been rated on Trakt?
If not, could this be a feature in an update or the next version of Kodi?

Doubtful this will be a future feature... Trakt is not a universal rating system like IMDB, each meta provider has its own system and usually provides IMDB.
Your only alternative is the find a meta scraper like tiny media manager which allows users to select a rating provider, in this case, trakt.
