More precisely it's not even a function of LibreELEC but of the RPi's bootloader firmware.
By default the RPi4 won't fully power off on shutdown, the videocore firmware is still running and you can start it up again by toggling a GPIO. This is used by some third-party hardware addons so you can power up and down the RPi with a remote.
This can be changed and you can also configure the RPi4 to completely power off.
