It would be great to see the UI update to show that new media under tv or movies is avaialble.

I might not understand what you want, but I think it already does that.  Any time the library is updated, the widgets on the home page will update.  The recent episodes and recent movies widgets will show new stuff that has been added after the update.  If you aren't updating the library either on a schedule or triggered by some other process when media is added, then Kodi won't magically know there is new media to add.
